You'll need to start out by running:

touch -a -m -t 201512180130.09 /tmp/aptmirrortest/age

You'll also need to create a file /etc/sudoers.d/apt-mirror-check containing

# Allow fastest apt mirror to update without any user input

Cmnd_Alias MIRROR = /usr/lib/uberstudent/uberstudentUpdate/apt-mirror-check

ALL ALL = NOPASSWD:MIRROR

Even before I tried to run the test code, set-fastest-mirror stopped working because of write permissions to official_package_sources.list file, is that normal?

It has to be run as root. It will do so if you launch it from the entry in the Apaplications menu.
